The drift between the record and the ship is not a documentation inconvenience. It shows up as:- Scope discovered too late. Work is planned from drawings, then re-planned once the steel is exposed. Schedule and cost both move, and they only ever move one direction.

model as recorded evidence. The five-year cycle stops eroding the record and
starts improving it.
